Most offshore cost overruns are decided long before the spread mobilises — they are written into the tender. A bid that prices the scope but not the marine reality of executing it will look competitive on paper and fail in the field, and by the time that becomes visible the commercial position has usually hardened. Tender evaluation is therefore a technical exercise as much as a commercial one: reading the scope of work against the units, weather windows, port constraints and contractor capability that will actually be required to deliver it.
We review tender documentation and bid submissions on both fronts. That covers the marine assumptions behind a price — vessel day rates against realistic standby and weather downtime, mobilisation and demobilisation legs, the suitability and availability of the proposed spread — alongside the contractual allocation of risk between operator, contractor and charterer. Contractor and vendor pre-qualification runs in parallel, assessing track record, fleet condition, HSE performance and audit history, so that the field is narrowed to parties genuinely capable of the work before commercial terms are settled.
